On December 30, 1938, Jesse B. Taylor, Jr. became the second child born to Jesse Taylor, Sr., and Lillian Glover Taylor. He grew up in Buffalo, NY, and graduated from Bishop Fallon High School in 1956.

In 1960, Jesse began his military career in the army where he saw action in two tours of duty in Vietnam. He achieved the rank of Captain and was awarded various honors and commendations.

In 1962, Jesse married Jessie Mae Reed, and to this union three children were born: Gigi, Keewanee, and Tisha.
